<br />• <br />RESOLUTION NO. 90-01 <br />A RESOLUTION OF THE HARRIS COUNTY MAYORS' <br />AND COUNCILS' ASSOCIATION REQUESTING THE <br />HOUSTON METROPOLITAN TRANSIT AUTHORITY TO <br />HOLD A NEW ELECTION ON THE RAIL ISSUE <br />WHEREAS, that many of the member cities of the Harris <br />County Mayors' & Councils' Association lie within the <br />greater Houston Metropolitan Transit Authority service <br />area; and <br />WHEREAS, in January, 1988, the voters within the <br />Houston Metropolitan Transit Authority ("METRO") service <br />area approved the dedication of 25~ of METRO's sales tax <br />receipts for General Mobility Projects as stated on the <br />election ballot; and <br />WHEREAS, the reference to rail included in METRO's <br />publicity campaign for the election referred to a rail <br />system connector funded partially by private sector <br />contributions and constructed after extensive ridership <br />research; and <br />WHEREAS, the numerous rail connector ridership <br />studies funded by METRO have determined that the system <br />connector would not perform as originally stated; and <br />WHEREAS, certain members of the METRO Board have <br />expressed their strong opposition to the most recent rail <br />proposal and have called for another election to determine <br />public support for the new rail plan and its ridership <br />projections; and <br />WHEREAS, the timely start and completion of the <br />General Mobility Projects for street improvements and <br />overpass and underpass construction may be at risk as a <br />result of this new rail plan; now therefore <br />BE IT RESOLVED BY THE HARRIS COUNTY MAYORS' & COUNCILS' <br />ASSOCIATION: <br />Section 1. That the Harris County Mayors' & Councils' <br />Association hereby requests the METRO Board sponsor and <br />hereby strongly supports a new election on the rail issue. <br />PASSED AND ADOPTED this day of <br />1990. <br />President <br />Attest: <br />Secretary/Treasurer <br />
