• • <br />Minutes, Regular Meeting, La Porte City Council <br />August 27, 1990, Page 2 <br />5. A special plaque was presented by the Mayor to former Planning <br />& Zoning Commission member Janet Graves. Mrs. Graves has <br />moved from the City. Council expressed their best to Mrs. <br />Graves and their appreciation of her services to the City. <br />6. The Mayor presented a special plaque to Claude Graves for his <br />service to the City as a member of the La Porte Area Water <br />Authority. Mr. Graves has moved from the City (with Mrs. <br />Graves). Council expressed their appreciation to Mr. Graves <br />for his contributions. <br />7. Robert Windish addressed Council, requesting that the City <br />Hall flags be flown 24 hours a day until the crisis in the <br />mid-East is resolved. Barbara Sitzman addressed Council <br />asking their support to placing stop signs on Myrtle Creek. <br />Becky Willis addressed Council asking support for the Myrtle <br />Creek stop signs. <br />At this time, Council retired into executive session at 6:22 <br />P.M. to address reports from the City Manager under V.A.T.S. <br />Article 6252-17, Section 2(R) - Conference(s), as follows: <br />(A) Receive report from City Manager on request for water and <br />sewer service outside City limits; and (B) Receive report from <br />City Manager on status of delinquent utility account. Council <br />returned to the Council table at 7:50 P.M. <br />8. Council considered authorizing preparation of ordinance for <br />stop signs on Myrtle Creek. Drive at Willow Creek intersection <br />and Canyon Springs intersection. <br />Motion was made by Councilperson Cooper to adopt Ordinance <br />1715. Second by Councilperson Clarke. After discussion by <br />Council, the consensus was that the stop sign sites needed to <br />be changed. <br />The City Attorney read: ORDINANCE 1715 - AN ORDINANCE <br />DETERMINING THAT A TRAFFIC HAZARD EXISTS AND AUTHORIZING THE <br />INSTALLATION OF MULTI-WAY STOP SIGNS AT THE INTERSECTION OF <br />MYRTLE CREEK DRIVE AND WILLOW CREEK DRIVE, AND THE <br />INTERSECTION OF MYRTLE CREEK DRIVE AND CANYON SPRINGS DRIVE, <br />WITHIN THE CITY OF LA PORTE; PROVIDING THAT ANY PERSON <br />VIOLATING THE TERMS OF THIS ORDINANCE SHALL BE DEEMED GUILTY <br />OF A MISDEMEANOR AND UPON CONVICTION SHALL BE FINED IN A SUM <br />NOT TO EXCEED TWO HUNDRED DOLLARS; PROVIDING A SEVERABILITY <br />CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br />The vote was taken and the motion failed, 3 ayes and 6 nays. <br />
