<br />e <br /> <br />e <br /> <br />Minutes, Regular Meeting and citizens Participation Meeting <br />La Porte City council <br />December 10, 1990, Page 3 <br /> <br />councilman Clarke asked if there would be enough funds to do <br />all three items. city Manager Herrera explained the need of <br />Council to set an allotment for each item and rank the items <br />according to need. <br /> <br />After discussion regarding liens against owners for <br />reimbursement of funds expended for demolition of substandard <br />buildings, the Mayor declared a 15 minute recess. council <br />reconvened at 7:00 P.M. <br /> <br />The Mayor asked for citizen input regarding the CDBG project <br />proposals. There was no citizen input. The Mayor declared <br />the participation meeting closed. <br /> <br />councilperson Sutherland suggested that the recommendation of <br />the Planning and Zoning commission be adopted, subject to <br />modification of changing the recommended allotments. <br />Councilperson Cooper seconded the suggestion. Councilperson <br />Gay wished to formalize the recommendation by stating that <br />$15,000 be added to the funds for item 1 and decreasing the <br />funds by $15,000 for item 4. <br /> <br />7. Council considered an ordinance denying proposed schedule of <br />rates for electric utility service filed by Houston Lighting <br />& Power Company. <br /> <br />The City Attorney read: ORDINANCE 1737 - AN ORDINANCE DENYING <br />THE PROPOSED SCHEDULE OF RATES FOR ELECTRIC UTILITY SERVICE <br />FILED BY HOUSTON LIGHTING & POWER COMPANY; CONTAINING FINDINGS <br />AND OTHER PROVISIONS RELATED TO THE SUBJECT; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Councilperson Clarke to adopt Ordinance <br />1737 as read bv the citv Secretary. Second by Councilperson <br />Skelton. The motion carried, 9 ayes and 0 nays. <br /> <br />Nays: <br /> <br />Councilpersons Sutherland, Matuszak, <br />McLaughlin, Porter, Gay, Skelton, Clarke <br />Malone <br />None <br /> <br />Cooper, <br />and Mayor <br /> <br />Ayes: <br /> <br />8. Consider ordinance appointing a redistricting committee, and <br />establishing its powers and duties. This item was requested <br />to be taken to executive session before any action is taken. <br /> <br />9. Council considered an ordinance approving and authorizing <br />contract for 14th Street sanitary sewer extension. <br />
