Mayor & City Council <br />City of La Porte <br />City Hall <br />La Porte, Texas <br />Gentlemen: <br />By federal law, the U.S. Census Bureau is required to publish final <br />census results for each State by December 31, 1990, and for each <br />political subdivision of the State, by census tract, by April 1, <br />1991. <br />Under the Federal Voting Rights Act, and Article II of the Home Rule <br />Charter of the City of La Porte, the population of each council <br />district must be determined, and, if the distribution of population <br />among the various council districts is materially unbalanced, as <br />reflected by the 1990 Federal Census, City Council must establish <br />new boundaries for the election of district Councilpersons. <br />In the past, City Council has appointed a citizens committee to make <br />the investigations, hold public hearings, and thereafter recommend <br />new council district boundaries to City Council. Under the Federal <br />Voting Rights Act, such a committee should fairly reflect the ethnic <br />and racial makeup of the City of La Porte among its membership. <br />I recommend that the attached ordinance be passed by City Council <br />appointing a resident from each council district to the committee, <br />with the other three members of the committee and two alternate <br />members to be appointed from the City at large. <br />Yours very truly <br />~;~/, <br />Knox W.
