• <br />Minutes, Regular Meeting, La Porte City Council <br />April 22, 1991, Page 4 <br />The original motion was voted, and failed, 4 ayes and 5 nays. <br />Ayes: Councilpersons Matuszak, McLaughlin, Gay and Skelton <br />Nays: Councilpersons Sutherland, Cooper, Porter, Clarke <br />and Mayor Malone <br />Motion was made by Councilperson Porter to authorize purchase <br />of a trash truck as submitted by staff. Second by <br />Councilperson Cooper. The motion carried, 5 ayes and 4 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Porter, Clarke <br />and Mayor Malone <br />Nays: Councilpersons Matuszak, McLaughlin, Gay and Skelton <br />11. Administrative Reports <br />The City Manager reported that he had received a letter from <br />Mr. Don Holloway, CEO of International Cargo Network, <br />expressing thanks for the cooperative and enthusiastic support <br />of their project in La Porte. The Mayor had gotten a <br />telephone call announcing a ribbon cutting at ICN on May 17. <br />Mr. Herrera distributed packets to Council entitled <br />"Beneficial Uses" received from the Interagency Coordination <br />Team of the Port of Houston Authority. This packet was put <br />together by the Beneficial Uses Work Group "to develop a <br />disposal plan that utilizes dredged material in an <br />environmentally sound and economically acceptable manner that <br />incorporated as much as possible other public benefits into <br />its design." Mr. Herrera requested that a joint workshop with <br />the Planning and Zoning Commission be held in late May to <br />pursue ideas that could be submitted for consideration by the <br />Work Group. <br />Director of Public Works Steve Gillett addressed Council to <br />present a plan to start a recycling center for La Porte. Mr. <br />Gillett made a comprehensive presentation, and announced that <br />plans are to begin recycling on June 1, and have a flexible <br />drop-off center to be open the first and third Saturday of <br />each month. <br />12. Council Action <br />Councilpersons Sutherland, Cooper, Matuszak, McLaughlin, <br />Porter, Gay, Skelton, Clarke and Mayor Malone brought items <br />to Council's attention. <br />
