Powell <br /> <br />Department: <br /> <br />Police <br /> <br />Report <br /> <br />Resolution <br /> <br />x <br /> <br />Ordinance <br /> <br />Exhibits: <br /> <br />SUMMARY & RECOMMENDATION <br /> <br />We have again been ask to cooperate with the Harris County Organized Crime <br />And Narcotic Task Force by supplying them a Supervisor. This Officer will <br />be a Sergeant of our Special Operation Division. <br /> <br />The grant for this position will begin June 1, 1991. This unit has been <br />funded by The Texas Narcotics Control Program in the amount of 2.35 million <br />dollars. <br /> <br />We will receive funding to replace the sergeant when he is loaned to Task <br />Force on this grant. The Task Force will pay up to 75\ of full salary and <br />benefits for a Sergeant.. The officer replacing him will begin at entry <br />level. For Example: <br /> <br />Sgt. Pay + Benefits <br />75\ of Sgt. Salary <br />Replacement officer + Benefits <br /> <br />$45,823. <br />$34,367 <br />$29,379. <br /> <br />As you note 75\ of the sergeant's <br />officer, therefore, this request will <br />will not make money on the venture, <br />cost of the replacement officer. <br /> <br />salary is more than the replacement <br />be of no cost to the city. The city <br />as The Task Force will only pay the <br /> <br />The sergeant will supervise seven narcotic officers that will be assigned <br />to work the East end of Harris County. This will be to our benefit as he <br />already knows of our drug problem areas. Participation in this unit has <br />given us the necessary resources to continue the fight against drugs on our <br />streets and drug dealers. The Organized Crime & Narcotics Task Force major <br />concentration on drug operations will give us a broader range of narcotic <br />powers in other areas. <br /> <br />Continued participation in this project will be extremely beneficial to the <br />City of La Porte. We agreed that all monies confiscated was to go back <br />into the Harris County Organized Crime & Narcotics Task Force. This will <br />be for operating expenditures until they have made up to the amount <br />originally funded. They would then start sharing money with the cities <br />participating in the program. We received over $14,000 last year from <br />participation in one seizure, even though we have agreed not to expect any <br />money. <br /> <br />The grant applied for to cover the sergeant position is funded for one <br />year. However, the Organized Crime Unit has been in operations for over <br />ten years, funded by Grants from the State of Texas. They are now funded <br />by a Federal Grant under the name of Harris County Organized Crime & <br />Narcotics Task Force. This grant is for a year, but if the funding is not <br />approved for fiscal year 1992-93, they have enough funds from seizures to <br />operate for two years. However, this Task Force is the largest in the <br />State of Texas and has the highest arrest and seizures. They will continue <br />building funds from seizures, therefore, they can continue to operate into <br />the future. <br /> <br />The City Council must pass an Ordinance authorizing an adjustment to the <br />budget for an additional person. This ordinance will be sent to Harris <br />County Organized Crime & Narcotics Task Force alone with the contract <br />proper paper work for approval. We are requesting this Ordinance be placed <br />on the council agenda for the June 24, 1991 Council meeting. <br /> <br />ACTION REQUIRED BY COUNCIL: <br />Request Council approve this request for an ordinance assigning a <br />supervisor to the Harris County Organized Crime & Narcotics Task Force. <br />
