Second by <br />Councilperson Porter. Council considered awarding a bid for street materials. <br />Motion was made by Councilperson Clarke to reject the bid <br />Gulf States Asphalt; item 4 to Old Katy Warehouse• and item <br />5 to Gator Chemical International. Second by Councilperson <br />Thrower. Administrative Reports <br />A. Assistant City Manager John Joerns presented an update <br />on the Spencer Highway/PASS Program <br />B. City Manager Bob Herrera announced that Bayshore Baptist <br />Church had declined the City's offer on the church <br />gymnasium, but that he had a contingency plan to try to <br />acquire other property. <br />C. An update on the East "E" Street project was given by the <br />City Manager. <br />13. Councilpersons Sutherland, Thrower, McLaughlin, Porter, Gay, <br />Skelton, Clarke and Mayor Malone brought items to Council's <br />attention. <br />14. There was no executive session. <br />
