P'IE~'IORANDUI~'I <br />T0: The Fire Code Revievv Committee <br />FRO1~1: Larry Tucker-, Chairman ~~' <br />La Porte Airport Advisory Board <br />DATE: June 17, 1991 <br />SUBJECT: Fuel Storage Facilities <br />All of the Fixed Base Operators (FBO's) avith underground fuel <br />storage facilities at La Porte Airport are under an EPA mandate to <br />remove and inspect their tanlls for leakage by October 26, 1991. <br />Currently, the La Porte fire code allows for the storage of <br />aviation fuel at the airport in underground facilities only. This <br />leaves FBO's with only two choices: <br />1. Replace their tanks following the EPA guidelines <br />or <br />L. Close their- doors and move to an airport that allows <br />above ground storage (such as Ellington Field). <br />The cost associated with the first option world be so great as to <br />be prohibitive. This leaves the second option, which is not a good <br />one for La Porte or- these operators. <br />"therefore, the Airport Advisory Board world like the Fire Code <br />Review Committee to consider- a third option: <br />The storage of aviation gas and jet f!rel in above ground <br />facilities at the airport. <br />We recommend that the La Porte fire code be changed to follow the <br />National Fire Code which establishes minimum guidelines for the use <br />o-f above ground storage fiacilities at airports. As an additional <br />safeguard, the Federal Aviation Administration m~_rst approve the <br />physical location of the tanks on the airport as v~ell as approving <br />the tanks construction. <br />6Je feel the use of above ground tanks are safe, and allooving their <br />use is vital to the future development and use of the airport. <br />If this committee finds it desirable, we can arrange to have a <br />representative from EXXON explain their system to you at a future <br />date. <br />xc: Steve Gillett <br />
