<br />Minutes, Regular Meeting <br />and Public Hearing City Council <br />September 23, 1991, Page 2 <br />and his staff received admiration and praise from the council <br />and audience for their accomplishment. <br />Mr. Litchfield addressed Council and explained the process <br />used and stated the incorporation of Visions '89 and other <br />public input as a means to achieve this goal. He thanked his <br />staff for their dedication and hard work. <br />5. Mayor Malone called the Public Hearing on the budget for <br />fiscal year 1991-92, to order. City Manager Bob Herrera <br />stated that he was very proud to have worked hand in hand with <br />the City Council to prepare a budget with no tax or utility <br />rate increases. Finance Director Jeff Litchfield reviewed the <br />proposed city budget. <br />Mayor Malone asked for public input, questions or concerns. <br />There was no public input and the Mayor asked Council if they <br />had any questions. There being no questions, the Mayor closed <br />the public hearing. <br />6. Mr. Nazar Momin, Port Auto Truck Stop, addressed Council to <br />express his concern regarding a permit to sell wine and beer <br />for consumption on premises at his location at 904 W. <br />Barbour's Cut Boulevard, La Porte, Texas. <br />Mr. Charlie Young addressed Council regarding the Agenda item <br />referencing to trap, hunt, or shoot or attempt to shoot or <br />molest in any manner, any animals. <br />7. Council considered an ordinance adopting Budget for Fiscal <br />Year 1991-92. <br />The City Attorney read: ORDINANCE 1781 - AN ORDINANCE <br />APPROVING AND ADOPTING THE BUDGET FOR THE CITY OF LA PORTE, <br />TEXAS, FOR THE PERIOD OF OCTOBER 1, 1991 THROUGH SEPTEMBER 30, <br />1992; FINDING THAT ALL THINGS REQUISITE AND NECESSARY HAVE <br />BEEN DONE IN PREPARATION AND PRESENTMENT OF SAID BUDGET; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson McLaughlin to adopt Ordinance <br />1781 as read by the City Attorney. Second by Councilperson <br />Sutherland. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Skelton, Clarke and Mayor <br />Malone <br />Nays: None <br />
