D. Bachman; Owner Manning Engineering Bill Manning and a number of citizens 2. Invocation was given by Mayor Malone 3. Council considered approving minutes of the Emergency Called Meeting held October 17, 1991. Motion was made bv Councilperson Skelton to approve the October 17th minutes as presented. Second by Councilperson Thrower. The motion carried, 9 ayes and 0 nays.
