Council considered an ordinance awarding banking services agreement. The City Attorney read: ORDINANCE 93-1888 - AN ORDINANCE APPROVING AND AUTHORIZING A BANKING SERVICES AGREEMENT BETWEEN THE CITY OF LA PORTE AND BAYSHORE NATIONAL BANK OF LA PORTE, FOR A TWO YEAR TERM, COMMENCING MARCH 1, 1993, AND TERMINATING FEBRUARY 28, 1995, AND ON A MONTH TO MONTH BASIS THEREAFTER; MAKING VARIOUS FINDINGS AND PROVISION RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. At this time Mayor Malone, Councilperson Sutherland, and City Attorney Askins left the Council table and Mayor Pro Tem Cooper presided. Motion was made by Councilperson Thrower to adopt Ordinance 93-1888 as read by the City Attorney. Second by Councilperson McLaughlin. The motion carried, 6 ayes and 0 nays. Ayes: Councilpersons Cooper, Thrower, McLaughlin, Porter, Maxwell and Clarke Nays: None Mayor Malone, Councilperson Sutherland and City Attorney Askins returned to the Council table. 8. Council considered awarding a bid for recreation programs tee shirts. Motion was made by Councilperson Maxwell to award the tee shirt bid to Prestige Promotional, with a contingency contract to Constanzo's. Second by Councilperson Thrower. The motion carried, 8 ayes and 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Maxwell, Clarke and Mayor Malone Nays: None 9. Workshop Item: Discuss Resolution supporting legislation to provide a penalty of capital punishment for child abuse resulting in death of a child under six years of age. The City of Garland is asking support for a proposed bill for legislative action to provide a penalty of capital punishment
