<br />Minutes, Public Hearing and Regular Meeting <br />La Porte City Council <br />April 12, 1993, Page 2 <br />Morgan's Point Mayor Russell Applebe praised the group for <br />their efforts. <br />6. Representatives of the Strawberry Festival addressed Council <br />and presented them with V.I.P. pins and strawberry pies. Mr. <br />Booker Lakes addressed Council regarding the outcome of RFP <br />0047, Security Services at Sylvan Beach Pavilion. Mr. Lakes <br />felt his bid had not been fairly evaluated. <br />7. Finance Director Jeff Litchfield addressed Council to present <br />the 1992 Comprehensive Annual Financial Report, which was <br />followed by short comments by a representative of Null & <br />Associates. <br />8. The Mayor opened the public hearing at 6:43 P.M. This hearing <br />was regarding a request of Zion Hill Baptist Church for a <br />Special Conditional Use Permit to allow construction of a <br />Church sanctuary in an R-1 zone. Planning Director Chuck <br />Harrington reviewed the request. The Mayor asked for public <br />input. There being none, Mr. Harrington reported that the <br />recommendation of the Planning & Zoning Commission, with <br />concurrence of departmental staff, was to grant the Special <br />Conditional Use Permit to Zion Hill Baptist Church. The <br />public hearing was adjourned at 6:46 P.M. <br />9. Council considered approving Special Conditional Use Permit <br />for Zion Hill Baptist Church. <br />Motion was made by Councilperson Clarke to approve Special <br />Conditional Use SCU93-002 to Zion Hill Baptist Church. Second <br />by Councilperson Thrower. The motion carried, 9 ayes and 0 <br />nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor <br />Malone <br />Nays: None <br />10. Council considered an ordinance confirming appointment of a <br />City Secretary by the City Manager. <br />The City Attorney read: ORDINANCE 93-1894 - AN ORDINANCE <br />CONFIRMING THE APPOINTMENT OF A CITY SECRETARY BY THE CITY <br />MANAGER; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Thrower to adopt Ordinance <br />93-1894 as read by the City Attorney. Second by Councilperson <br />Porter. The motion carried, 9 ayes and 0 nays. <br />
