Workshop Items: These items were discussed in reverse order. <br />B. Discuss proposed vicious animal ordinance. <br />Discussion was held regarding this ordinance and several <br />changes were suggested. Chief Powell will rework the <br />ordinance and bring it back to Council. <br />A. Discuss proposed changes to the Utility Billing <br />operation. <br />Finance Director Litchfield has done much research on <br />this matter, and presented proposed changes in the manner <br />of handling various aspects of the utility billing <br />operation. He noted Council suggestions and will bring <br />ordinance(s) before Council shortly. <br />14. Administrative Reports <br />Director of Administrative Services Louis Rigby announced <br />Sylvan Beach Festival activities on April 23, 24 and 25; the <br />City picnic to be held May 22; Bay Day weekend on June 11, 12 <br />and 13; a SEED banquet to be held May 20; and a 1:00 P.M. <br />press conference at Sylvan Beach on May 13 to announce plans <br />for the proposed new hotel. <br />15. Council Action: <br />Councilpersons Sutherland, Cooper, McLaughlin, Porter, and <br />Mayor Malone brought items to Council's attention. <br />16. Council adjourned into executive session at 9:17 under <br />V.A.T.S. - Article 6252-17, Section 2(E) - (Legal) to discuss <br />with the attorney two lawsuits, the Jan Stevenson lawsuit and <br />Couch Davis lawsuit. Council returned to the table at 9:27 <br />P.M., with no action taken. <br />17.
