Herrera, City- Manager <br />FROM: Steve Gillett, Director of Public Worl~;s <br />SUBJECT: Little Cedar Bayou Wastewater Treatment Plant <br />Sludge Dewatering (Belt Press) <br />On April 13, 1993, the belt press, used f_or sludge dewatering prior <br />to disposal, failed. Inspection revealed problems with the lower <br />drive roller, upper and lower bull gear, and drive gear bearings <br />far the roller shafts, requiring replacement. Additionally, the <br />upper drive roller will. require recoating. <br />This piece of equipment is a critical part of plant operations. <br />Currently, the plant's waste sludge i_s reaching critical levels. <br />The plant is equipped with drying beds, which were retained from <br />the original plant. These facilities will handle approximately <br />seven (7) days of normal waste sludge before reaching capacity. <br />Estimated time for acquisition of needed parts and. effecting repair <br />is five (5) to seven (7) days. <br />Alternative short.-germ sludge management was also investigated. <br />Une method, direct haul of wet sludge, was estimated to cost <br />$1.i,8'S per day, based an average amounts of waste sludge. <br />Alternatively, a portable belt-press can be leased for $600 per <br />day. The first cption is obviously too expensive to consider. <br />Alternative two should be considered if repair time exceeds the <br />capacity of the existing drying beds. <br />Textile Engineering Associates, which servir_es this brand of press, <br />has estimated cost of repairs at $8, 500.00 for parts and labor. <br />Due to the time period involved, and the high cost of alternative <br />sludge management methods, even far a short period of time, I have <br />authorized emergency repairs to the Plant's belt press with Textile <br />Engineering Associates.
