Council considered ordinance approving and authorizing a <br />contract with Mitchell, Carlson and Associates, Inc. for the <br />development of a Bavfront Master Plan. <br />The City Attorney read: ORDINANCE 93-1908 - AN ORDINANCE <br />APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA <br />PORTE AND MITCHELL, CARLSON AND ASSOCIATES, INC., TO DEVELOP <br />A BAYFRONT MASTER PLAN; APPROPRIATING $15,000.00 TO FUND SAID <br />CONTRACT; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO <br />THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Thrower to adopt Ordinance <br />93-1908 as read by the City Attornev. Second by Councilperson <br />Cooper. The motion carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Maxwell and Mayor Malone <br />Nays: None <br />6. Council considered ordinance granting a permit to Mobil <br />Chemical Company to construct and operate an eight inch <br />ethylene pipeline. <br />The City Attorney read: ORDINANCE 915-KK - AN ORDINANCE <br />GRANTING A PERMIT UNDER SECTION 18-a-3 OF ORDINANCE NO. 915, <br />"PIPELINE TRANSPORTATION," BEING CHAPTER 18-A OF THE CODE OF <br />ORDINANCES OF THE CITY OF LA PORTE, TEXAS, DATED NOVEMBER 25, <br />1975, TO CONSTRUCT AN 8-INCH PIPE LINE FOR THE TRANSPORTATION <br />OF ETHYLENE; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Sutherland to adopt Ordinance <br />915-KK as read by the City Attorney. Second by Councilperson <br />Thrower. Council considered declaring an emergency and authorizing <br />payment to Textile Engineering Associates for repairs to belt <br />press. <br />
