<br />e <br /> <br />e <br /> <br />Minutes Regular Meeting <br />La Porte City Council <br />November 8, 1993, Page 3 <br /> <br />years and is now struggling but wishes to continue with good <br />relations between themselves and the City of La Porte. He <br />stated Quantum does not wish to be annexed, and they need <br />relief on the new Ethylene unit. They are asking for some help <br />in this regard. <br /> <br />Mr. Bob Miller, 326 Spanish Cove Drive, Crosby, Texas, <br />Director of Project LEAP (La Porte Environmental Awareness <br />Program) with the La Porte School District, addressed Council <br />about the future of Little Cedar Bayou. Mr. Miller stated he <br />wished to make Council aware of the usage of Little Cedar <br />Bayou by the La Porte School District such as Marine Biology <br />classes, the Environmental classes under the direction of <br />Chuck Jobson, and two Elementary classes utilizing the area <br />for research and other activities. Mr. Miller asked Council <br />to take a look at Little Cedar Bayou and consider all kinds of <br />things that could be done to benefit the schools and <br />community. <br /> <br />Mr. David Kaup, 10911 Mesquite, La Porte, President of <br />Fairmont East Homeowners Association, and Chairperson of the <br />recently formed Political Action Committee known as "Fair <br />Pac", stated he was representing the interests of <br />approximately 1600 voters in his subdivision. Mr. Kaup <br />addressed Council regarding the proposed second election on <br />the Li ttle Cedar Bayou Park property sale which Mr. Kaup <br />stated in its current form he will ask his board and advise <br />his membership to vote against it. He stated residents have <br />been complaining about a lack of neighborhood park space. Mr . <br />Kaup made suggestions to Council "one - either raise taxes on <br />the lands Council wants to buy or seek a lower price, more in <br />line with the taxable value of the property; acquire <br />acquisition through some type of eminent domain action; second <br />- use the funds from the sale for small parks in the <br />subdivisions; third - get another appraiser." In conclusion <br />Mr. Kaup said "There are those of us living in the <br />subdivisions that have the opinion we are being used as a Cash <br />Cow by the City of La Porte. You take out over $300,000.00 of <br />taxes from Fairmont Park East alone, you are only putting a <br />fraction of that money back into that neigqborhood. We can't <br />even get prompt requests from requests for street signs. <br />Copies of your budget requests require Texa10pen Records Act <br />requests. Gentlemen we're really tired of bing milked by the <br />City of La Porte". <br /> <br />(Some of the above are direct quotes from Mr. David Kaup) <br />
