1. <br />MINUTES OF THE REGULAR MEETING OF <br />LA PORTE CITY COUNCIL <br />JANUARY 10, 1994 <br />The meeting was called to order by Mayor Norman Malone at 6:01 <br />P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob McLaughlin, <br />Alton Porter, Deotis Gay, Jack Maxwell and Jerry Clarke <br />Members of City Council Absent: Councilperson Bob Thrower <br />Members of City Staff Present: City Manager Robert T. <br />Herrera, City Secretary Sue Lenes, Assistant City Manager John <br />Joerns, Director of Administrative Services Louis Rigby, <br />Director of Finance Jeff Litchfield, Chief of Police Bobby <br />Powell, Police Lt. Carl Crisp, Police Officer Donna Cook, <br />Reserve Police Office Pat O'Conner, Buyer Susan Kelley, <br />Director Parks and Recreation Buddy Jacobs, Secretary to the <br />City Manager Carol Buttler, Director Public Works Steve <br />Gillett <br />Members of City Staff Absent: City Attorney Knox Askins <br />Others Present: Attorneys Barry Abrams and Susan L. <br />Bickley and a number of citizens <br />2. The invocation was given by Councilperson Maxwell. <br />3. Council considered approving minutes of Regular Meeting <br />December 13, 1993. <br />Motion was made by Councilperson McLaughlin to approve the <br />minutes of December 13 as presented. Second by Councilperson <br />Cooper. The motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, McLaughlin, <br />Porter, Gay, Maxwell, Clarke and Mayor Malone <br />Nays: None <br />4. Mayor Malone proclaimed January 12, 1994 as Education <br />Foundation Day. Mr. Joe Monk, President of the Foundation <br />Board and several citizens accepted the award. <br />5. Mr. Tom Barrett, 120 West A, La Porte, spoke to Council <br />regarding Little Cedar Bayou Park and the November 2, 1993, <br />Special Election. Mr. Barrett also spoke about the La Porte <br />Golf Course and its yearly cost to the taxpayers. <br />
