The meeting was called to order by Mayor Norman Malone at 6:00 <br />P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry <br />Clarke <br />Members of Council Absent: None <br />Members of City Staff Present: City Manager Robert T. <br />Herrera, City Attorney Knox Askins, City Secretary Sue Lenes, <br />Assistant City Manager John Joerns, Director of Administrative <br />Services Louis Rigby, Director of Finance Jeff Litchfield, <br />Chief of Police Bobby Powell, Director of Public Works Steve <br />Gillett, Director of Planing Chuck Harrington, Fire Chief Joe <br />Sease, Fire Department Secretary Kay Fox, EMS Chief Chris <br />Osten, Assistant Fire Chief Champ Dunham, Fire Inspector Terri <br />Crate, Director of Parks and Recreation Buddy Jacobs, <br />Purchasing Agent Susan Kelley, Secretary to the City Manager <br />Carol Buttler, Paramedics Robyn Gallion and Shawnita Watts <br />Qthers Present: David Fetzer, Moss Fetzer and Pete Fisher of <br />Moroney, Beissner & Company, Inc.; John Null, Chuck Yapel, <br />Chris Breaux, Don Irby of Null & Associates and a number of <br />citizens. <br />2. The invocation was given by Councilperson Alton Porter. <br />3. Council considered approving minutes of Regular Meeting <br />January 24, 1994. <br />Motion was made by Councilperson Thrower to approve the <br />minutes of January 24 as presented. Second by Councilperson <br />Cooper. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor <br />Malone <br />Nays: None <br />4. Mayor Malone proclaimed February as Black History Month. <br />Pastor and Mrs. Joe W. Lewis and Councilperson Deotis Gay <br />received the proclamation. <br />
