• <br />Minutes Regular Meeting <br />La Porte City Council <br />February 14, 1994, Page 3 <br />Planning and Zoning Commission. <br />Councilperson Clarke asked Mayor Malone to read the <br />Certificate of Appreciation presented to Mr. Ronald R. Gragq, <br />representing District 6, Planning and Zoning Commission who <br />also resigned. Mr. Gragg was unable to attend the meeting and <br />Councilperson Clarke wished to have the certificate read as a <br />matter of record. <br />7. Ms. Malea Webber, 10002 Quiet Hill (Fairmont Park West), La <br />Porte, addressed Council regarding the Code of Ordinances <br />section which refers to pigs and/or potbellied pigs, as swine, <br />therefore placing them in a livestock category. This <br />designation prevents Malea and other citizens from having <br />Potbellied pigs as house pets. Malea was asking Council to <br />review the Code of Ordinances and change the designation of a <br />potbellied pig to domesticated exotic animal which will allow <br />citizens to have these animals as house pets. Melea explained <br />to Council she has allergies and this is the only form of pet <br />she can own without enduring medical problems. <br />Mrs. Penny Garcia, 3110 Oaken Lane, La Porte also addressed <br />Council regarding the subject of potbellied pigs. Mrs. Garcia <br />indicated she also has a potbellied pig which is a house pet, <br />and she wishes to keep her pet. If the ordinance is not <br />changed these animals will not be allowed to remain with these <br />owners. <br />8. Director of Finance Jeff Litchfield presented the <br />Comprehensive Annual Financial Report for the fiscal year <br />ending September 30, 1993, and Council members were given <br />copies for their review. Mr. Litchfield introduced the <br />members of the auditing firm of Null & Associates; Mr. John <br />Null, Chuck Yapel, Chris Breaux and Don Irby. Mr. Litchfield <br />reviewed the Comprehensive Annual Financial Report with <br />Council and answered questions. <br />Mr. Chuck Yapel of Null & Associates reported to Council of <br />their meeting with the Audit Committee both before and after <br />the audit was preformed. Mr. Yapel stated, " In our opinion, <br />the general purpose financial position of the City of La <br />Porte, Texas, as of September 30, 1993, and the results of its <br />operations and the cash flows of it proprietary fund types for <br />the year then ended in conformity with generally accepted <br />accounting principles." Mr. Yapel thanked City staff for <br />their assistance during the course of the audit, and he stated <br />"Null & Associates appreciates the professional relationship <br />
