i • <br />Minutes Regular Meeting <br />La Porte City Council <br />April 25, 1994, Page 3 <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor <br />Malone <br />Nays: None <br />Councilperson Sutherland: Stated he is for the original <br />agreement between the City and the Livestock/Rodeo <br />Association. He feels Council made a mistake when they <br />discussed the ordinance at a time the Association was having <br />their yearly event at the arena and were not at the meeting. <br />I voted to amend the ordinance thinking it would be all right, <br />but the Association does not see it that way. Since then I <br />have discussed it with the Association and agree with them <br />that we should go back to the original ordinance as negotiated <br />between the City Manager and the Livestock/Rodeo Association. <br />Councilperson Cooper: Stated he recommended we pass the <br />Ordinance for the agreement as it was originally stated. He <br />believes we made a mistake in amending the agreement. He <br />stated in the beginning we had an arena that belonged to the <br />City, but it did not have a cover and we would not have a <br />cover it were not for the Livestock/Rodeo Association. He <br />said he did not have a hard time giving them special <br />considerations and felt like they deserved those <br />considerations. He does not want any restrictions placed in <br />the agreement. <br />Councilperson Thrower: Said he had nothing further to say <br />other than repeating the things already said. <br />Councilperson McLaughlin: Stated it was hard for him to have <br />made his decision as he had hardly heard from any of the <br />members of the Livestock/Rodeo Association. He said he <br />doesn't know what is wrong with the one sentence as he has not <br />received a clear answer from anybody. He said he feels the <br />members of the Association are anticipating things which will <br />never happen. He stated, "The entire Council is behind the <br />Association 100, and that in years to come personnel will <br />change but who's to say if there will be problems arise." <br />Councilperson said he wants to stay with the original <br />ordinance. <br />Councilperson Porter: Thanked Council for putting the vote <br />off on Ordinance 94-1970-A per his request. He said due to <br />out of town commitments he was unable to attend the previous <br />council meeting. He said he doesn't like to re-vote an <br />ordinance two weeks after it was voted in. But if you make <br />mistakes you should have the opportunity to look at it again. <br />Councilman Porter said he had not seen the agreement until he <br />
