Minutes,Regular Meeting <br />La Porte City Council <br />July 25, 1994, Page 4 <br />Director of Planning Chuck Harrington reported that Council <br />had authorized an expenditure in the FY 1994 budget process <br />for the construction of a parking lot at Lomax Sports Complex. <br />Mr. Harrington reviewed with Council the bid tabulations for <br />the project and the recommendation from staff to enter into an <br />agreement with St. Clair Services, Inc. <br />City Attorney read: ORDINANCE 94-1992 - AN ORDINANCE <br />APPROVING AND AUTHORIZING A CONTRACT BETWEEN THE CITY OF LA <br />PORTE AND ST. CLAIR SERVICES, INC., FOR CONSTRUCTION OF A <br />PARKING LOT, ENTRANCE ROAD, AND STORM WATER FACILITY AT THE <br />LOMAX SPORTS COMPLEX; APPROPRIATING $56,458.00 PLUS A <br />CONTINGENCY OF 10%, FOR A TOTAL OF $62, 104.00 TO FUND SAID <br />CONTRACT; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO <br />THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Cooper to approve Ordinance <br />94-1992 as read by the City Attorney. Second by Councilperson <br />Sutherland. The motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Gay, Maxwell, Clarke and Mayor Malone <br />Nays: None <br />12. Council considered a consent agenda as follows: (A) Consider <br />awarding a bid for chemicals, paper products, janitorial <br />supplies, and batteries to low bidders meeting specifications; <br />(B) Consider awarding a bid for the annual supply of bank sand <br />to Baytown Sand & Clay. <br />City Manager R.T. Herrera answered questions from <br />Councilperson Sutherland regarding bidder lists. Director of <br />Administrative Services Louis Rigby answered questions from <br />Councilperson McLaughlin regarding purchase of paper supplies. <br />Motion was made by Councilperson Thrower to accept bid items <br />(A) and (B) as presented. Second by Councilperson Sutherland. <br />The motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Gay, Maxwell, Clarke and Mayor Malone <br />Nays: None <br />13. City Manager Robert T. Herrera reminded Council about the City <br />auction at Deer Park Saturday the 30th. He passed out a <br />detailed brochure to each Councilperson. <br />
