The meeting was called to order by Mayor Norman Malone at 6:00 <br />P.M. <br /> <br />Members of city Council Present: Mayor Norman Malone, <br />councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry <br />Clarke <br /> <br />Members of Council Absent: None <br /> <br />Members of ci ty Staff Present : City Manager Robert T. <br />Herrera, City Attorney Knox Askins, City Secretary Sue Lenes, <br />Assistant city Manager John Joerns, Chief of Police Bobby <br />Powell, Director of Finance Jeff Litchfield, Director of <br />Administrative Services Louis Rigby, Purchasing Agent Susan <br />Kelley, Director of Planning Chuck Harrington, Director of <br />Public Works Steve Gillett, Director of Parks and Recreation <br />Stephen Barr, Assistant Fire Chief Champ Dunham, Customer <br />Services Representative Robin Klataska. <br /> <br />Others Present: Representative From Houston Lighting and <br />Power Company David Murphy, and a number of La Porte citizens. <br /> <br />2. The invocation was given by Councilperson Porter. <br /> <br />3. Council considered approving minutes of Regular Meeting August <br />8, 1994. <br /> <br />Motion was made ,bv Councilperson McLauahlin to approve the <br />minutes of Auqust 8 as presented. Second by Councilperson <br />Thrower. The motion carried, 9 ayes, 0 nays. <br /> <br />Nays: <br /> <br />Councilpersons <br />McLaughlin, Gay, <br />Malone <br />None <br /> <br />Sutherland, Cooper, Thrower, <br />Porter, Maxwell, Clarke and Mayor <br /> <br />Ayes: <br /> <br />4. Mayor Malone presented a plaque to Robin Klataska for Employee <br />of the Quarter for April, May and June of 1994. He also <br />presented a certificate of Appreciation to Neighborhood <br />Centers, Inc., for their involvement with environmental <br />programs benefiting the City of La Porte. Receiving the <br />certificate for Neighborhood Centers was Director of the <br />Neighborhood Centers from the Houston Office Jo Monday, <br />Director of Harris County JPTA Program Deanie Diamond, Summer <br />Program Councilor Donna Navarro and a student representative <br />who participated in the storm drain stenciling program Laqunta <br />Doughty. Miss Doughty presented Mayor and Council with a <br />
