Houston area and is large and well established. They have a large technical staff on hand and significant warehousing facilities. This company's proposal was not recommended last year due to its handling of problems for customers in previous year. Management indicates they have corrected their service and delivery problems, but two of the five references provided by them still indicated problems. I would have recommended this company over American Computer Solutions because of the better value of the equipment offered, but the continued reports of service and delivery problems give me cause for concern. The company's proposal is not recommended due to the higher proposed cost but I am recommending them as an alternate in event American Computer Solutions cannot meet the City's needs. Welton/Solar Systems Not all items were proposed and page 14 of the proposal was missing and submitted on 9/8/94 after I contacted Mr. Jerald Harris' office. I used the lowest cost proposed for the items that were not offered. No financial statement was provided. This company is located in Clear Lake and provided computers and parts during the 1992-93 budget year. Service was good and the equipment was reliable. The company is also a one-man operation, but he does have a business office. No financial statement was included in the proposal. Delivery was somewhat slower than American Computer Solutions. I cannot recommend this company's proposal due to the proposed cost..
