<br />. <br /> <br />e <br /> <br />Minutes Regular Meeting <br />La Porte City Council <br />September 25, 1995, Page 2 <br /> <br />Mayor Malone proclaimed the week of September 24-30, 1995, as Ducks Unlimited Week. Dr. <br />P. J. Mock, Jr. received the proclamation. Mayor Malone then proclaimed September 25, 1995, <br />as Texas Storm Day. He introduced the coaches and the team. Council members came forward <br />and presented each team member with a copy of the proclamation. The coaches presented their <br />team sponsor, Gary Groda Fire & Safety, with a copy of the Texas Storm proclamation, (Exhibit <br />A). Gary Groda thanked Mayor Malone and the City Council for their interest and assistance <br />with the softball program. Mayor Malone then asked Council to delay the proclamation for the <br />Fred Hartman Bridge Opening Day until Mr. Barry Beasley arrives for the Council meeting. <br /> <br />5. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX <br />PAYERS WISlDNG TO ADDRESS COUNCIL <br /> <br />The were no citizens wishing to address Council. <br /> <br />6. CONSIDER AN ORDINANCE ELECTING TO HAVE THE PROVISIONS OF CHAPfER <br />252, "PURCHASING AND CONTRACTING AUTHORITY OF MUNICIPALITIES," OF <br />THE TEXAS WCAL GOVERNMENT CODE SUPERSEDE THE PROVISIONS OF THE <br />HOME RULE CHARTER OF THE CITY OF LA PORTE (Ord. 95-2063) - L. Rigby <br /> <br />Director of Administrative Services Louis Rigby reviewed summary and recommendation for the <br />request to increase the competitive seal bid limit from $5,000 to $15,00 as authorized by the <br />charter election of May 7, 1990, and the approval of Ordinance 1699 which provides Council <br />with the ability to increase the $5,000 limit in the event of conflict between any provisions of the <br />ordinance and state law. In 1993 the State Legislature passed legislation increasing the limit on <br />competitive se~ed bids to $15,000. The request before Council is to approve Ordinance 95-2063 <br />increasing the City of La Porte's competitive sealed bid limit to $15,000 complying with state <br />law. <br /> <br />City Attorney read: ORDINANCE 95-2063 - AN ORDINANCE ELECTING TO HAVE THE <br />PROVISIONS OF CHAPTER 252, "PURCHASING AND CONTRACTING AUTHORITY OF <br />MUNICIPALITIES," OF THE TEXAS LOCAL GOVERNMENT CODE SUPERSEDE THE <br />PROVISIONS OF THE HOME RULE CHARTER OF THE CITY OF LA PORTE; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE <br />HEREOF. <br /> <br />Motion was made by Councilperson Sutherland to approve Ordinance 95-2063 as read by the City <br />Attorney. Second by Councilperson McLaughlin. The motion carried, 8 ayes and 0 nays. <br /> <br />After comments from Council persons Porter and Gay the following vote was taken. <br /> <br />Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Maxwell, Clarke and <br />Mayor Malone <br />Nays: None <br />
