GOVERNMENT FINANCE OFFICERS ASSOCIATION AWARD - Mayor N. L. Malone <br /> <br />Mayor Malone asked Director of Finance/ACM Jeff Litchfield to come fOlWard and present his staff. <br />Mayor Malone asked City Manager Robert T. Herrera to present the Government Finance Officers <br />Association Award. Mr. Herrera stated, "It is indeed a pleasure to be standing here tonight with Mr. <br />Litchfield and his staff to present them with their fifth award in recognition of a most outstanding and <br />distinguished budgeV Mr. Litchfield introduced Assistant Finance Director Cynthia Alexander, <br />Accounting Supervisor Kathy Hutton, and Cash Manager Rick Overgaard. Mr. Litchfield stated, "This <br />award goes beyond the Finance Department. It would not be possible without all the help of the other <br />departments and divisions within the City and the City Council. We are very pleased to accept this <br />award." Mayor Malone thanked Mr. Litchfield and his staff for a job well done. <br /> <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS <br />WISHING TO ADDRESS COUNCIL <br /> <br />There were no citizens wishing to address Council. <br /> <br />7. CONSIDER AN ORDINANCE AUTHORIZING THE CITY TO ENTER INTO A CONTRACT <br />WITH HUGH L. LANDRUM & ASSOCIATES, INC. FOR THE APPRAISAL AND OTHER <br />SERVICES FOR PROPERTIES LOCATED IN THE CITY'S INDUSTRIAL DISTRICT <br />Ord. 95-2071) - J. Litchfield <br /> <br />Finance Director/ACM Jeff Litchfield presented the summary and recommendations for request. Mr. <br />Litchfield introduced both Hugh L. Landrum Sr. and Hugh Landrum Jr. Mayor Malone thanked both <br />gentlemen for attending the meeting tonight. <br /> <br />City Attorney read: ORDINANCE 95-2071 - AN ORDINANCE APPROVING AND AUTHORIZING <br />A CONTRACT BETWEEN THE CITY OF LA PORTE AND HUGH L. LANDRUM & ASSOCIATES, <br />INC., FOR APPRAISAL AND OTHER SERVICES FOR PROPERTIES LOCATED IN THE CITY'S <br />INDUSTRIAL DISTRICTS; APPROPRIATING $36,750 ANNUALLY TO FUND SAID CONTRACT <br />FOR CALENDAR YEARS 1996, 1997 AND 1998; MAKING VARIOUS FINDINGS AND PROVISIONS <br />RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Council person Clarke to approve Ordinance 95-2071 as read by the City Attorney. <br />Second by Councilperson Gay. The motion carried, 8 ayes and 0 nays. <br /> <br />Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Maxwell, Clarke and <br />Mayor Malone <br />Nays: None <br /> <br />8. CONSIDER AN ORDINANCE ALLOWING THE CITY TO PROHIBIT ANY PERSON OR <br />EMPLOYEE FROM CARRYING A CONCEALED WEAPON ON THE PREMISES OF THE <br />CITY (Ord. 95-2072) - L. Rigby <br />
