• • <br />Executive Summary <br />State Highway 146 at Fairmont Pkwy. <br />Development Plan <br />The City, property owners and brokers have been involved in preliminary discussions <br />regarding the development of a plan to provide access & infrastructure to land locked owners. The <br />attached report is designed to address the infrastructure and old grid-system of "lots & blocks" that <br />remain obstacles in developing the azea. The following concepts have been discussed and appear to <br />have support of the property owners. If Council agrees with this "Development Plan" concept, then <br />our next step would be to visit with the property owners to solicit their views of a plan that minimizes <br />infrastructure cost necessary to serve the azea and maximizes potential for development. The <br />principle features of the Development Plan are: <br />A) Agree to a conceptual roadway & utility layout that provides service to each major tract. <br />Recognize that further extensions of roads & utilities will be defined by further subdivisions of <br />property & building layouts. <br />B) Agree to a conceptual street closing plan that provides public access to property owners and at the <br />same time removes the burden of developing the grid system and provide for larger uninterrupted <br />tracts of land for development. <br />C) Agree to exchange where possible street & alley rights-of--way for rights- of-way necessary for <br />future channeUfloodway improvements; and promote use of these rights-of--way as park <br />pedestrian ways. <br />D) Provide the neighborhood to the north of the area with adequate buffers and promote the use as a <br />pedestrian way. . <br />E) Utilize the revenues from the street & alley closings & front foot fees to develop primary <br />infrastructure within the azea, and secondary improvements azound the perimeter. (i. e. improved <br />streets, turning lanes etc.) <br />Council by policy already utilizes revenues from street and alley closings and front foot fees <br />for capital improvements. What we aze promoting with this plan is a further commitment to utilize <br />all or a significant portion of these revenues to provide the support infrastructure within this particular <br />azea. <br />
