MINUTES OF THE REGULAR MEETING OF <br />LA PORTE CITY COUNCIL <br />JANUARY 8, 1996 <br />1. CALL TO ORDER <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman L. Malone, Councilpersons Guy Sutherland, Mike <br />Cooper, Bob Thrower, Bob McLaughlin, Alton Porter, Deotis, Gay, Jack Maxwell and Jerry Clarke <br />Members of Council Absent: None <br />Members of City Staff Present and City Employees Present: City Manager Robert T. Herrera, Assistant <br />City Manager John Joerns, City Attorney Knox Askins, City Secretary Sue Lenes, Director of <br />Finance/ACM Jeff Litchfield, Police Lt. Carl Crisp, Director of Administrative Services Louis Rigby, <br />Director of Planning Guy Rankin, Director of Parks and Recreation Stephen Barr, Assistant Finance <br />Director Cynthia Alexander, City Engineer Fred Thompson, Cash Manager Rick Overgaard, Police Patrol <br />Officer Sherman Moore <br />Others Present: Several La Porte citizens <br />2. INVOCATION BY DR. BOBBYE WORSHAM - SECOND BAPTIST CHURCH LA PORTE <br />The invocation was delivered by Dr. Bobbye Worsham pastor of the Second Baptist Church La Porte, <br />Texas. <br />3. CONSIDER APPROVING MINUTES OF PUBLIC HEARING AND REGULAR MEETING <br />DECEMBER 11, 1995 <br />Motion was made by Councilperson Cooper to approve the minutes of December 11. 1995. as presented. <br />Second by Councilperson Gay. The motion carried, 7 ayes, 0 nays, and 2 abstain. <br />Ayes: Councilpersons Sutherland, Cooper, McLaughlin, Porter, Gay, Maxwell, and Mayor <br />Malone <br />Nays: None <br />Abstain: Councilpersons Thrower and Clarke <br />4. PROCLAMATION: <br />MS. ANNIE BLOUNT - LA PORTE POST MASTER <br />Mayor Malone proclaimed January 8, 1996, as Post Master Annie Blount Day. Councilperson Deotis Gay <br />presented Ms. Blount with a City of La Porte pin. <br />5. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS <br />WISHING TO ADDRESS COUNCIL <br />There were no citizens wishing to speak to Council. Mayor Malone introduced the President of the La <br />Porte Police Officers Association Officer Sherman Moore and his wife Sheila. <br />
