<br />MINUTES OF THE REGULAR MEETING OF <br />LA PORTE CITY COUNCIL <br />FEBRUARY 12, 1996 <br />1. CALL TO ORDER <br />1. The meeting was called to order by Mayor Norman L. Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman L. Malone, Councilpersons Guy Sutherland, Mike <br />Cooper, Bob Thrower, Bob McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry Clarke <br />Members of Council Absent: None <br />Members of Cif Staff and City Employees Present: City Manager Robert T. Herrera, City Attorney Knox <br />Askins, City Secretary Sue Lenes, Assistant City Attorney John Armstrong, Assistant City Manager John <br />Joerns, Director of Administrative Services Louis Rigby, Assistant Director of Public Works Buddy Jacobs, <br />Director of Planning Guy Rankin, Director of Parks and Recreation Stephen Ban, Lieutenant Aaron <br />Corrales, Assistant Finance Director Cynthia Alexander, Tax Collector Kathy Powell, Engineer Fred <br />Thompson, Public Improvement Coordinator Reagan McPhail, Purchasing Agent Susan Kelley, Warehouse <br />Coordinator John Ryan, Secretary Gina Ford <br />Others Present: Mr. Donald K. Neman, representing Rohm and Haas; Mr. Robert Hardy representing Ray <br />& Hollington Architects; Webelos Pack 514 Bayshore District Boy Scouts of America; and a number of <br />La Porte citizens <br />2. INVOCATION BY DR. WAYNE SPEARS - FAIRMONT PARK BAPTIST CHURCH <br />Dr. Wayne Spears pastor of Fairmont Park Baptist Church delivered the invocation. <br />Mayor Malone announced that brochures regarding the Moving Wall Vietnam Veterans Memorial have <br />been placed on the table by the back doors of the Council Chambers. He asked that everyone take one for <br />review and hope that everyone would view the moving wall March 13 to 19. <br />3. CONSIDER APPROVING MINUTES OF REGULAR MEETING JANUARY 22, 1996 <br />Motion was made by Councilaerson Maxwell to aaarove the minutes of January 22 as presented. Second <br />by Councilperson McLaughlin. The motion carried, 9 ayes, 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Maxwell, Clarke and <br />Mayor Malone <br />Nays: None <br />4. PRESENTATION: <br />EMPLOYEE OF THE QUARTER -OCTOBER, NOVEMBER, AND DECEMBER 1995 <br />Purchasing Agent Susan Kelley presented a plaque to John Ryan, Warehouse Coordinator, for being <br />selected Employee of the Quarter for October, November, and December 1995. Mayor Malone <br />congratulated John on his selection of Employee of the Quarter and thanked John for his 15 years of <br />dedicated service to the City of La Porte. Mr. Ryan accepted the plaque and thanked Purchasing Agent <br />Susan Kelley and Secretary Gina Ford for their assistance in this accomplishment. <br />
