AGENDA DATE February 12, 1996 REQUESTED BY <br />REPORT; RESOLUTION; XX ORDINANCE; <br />Attachments: System Highlights, Contract Amendment <br />Earlier on tonight's agenda, the City considered an agreement with Dexter <br />Joyner for the collection of delinquent taxes. If that agreement was <br />approved, the City needs to amend the contract with HTE Inc. to purchase the <br />tax software. <br />The makeup of the contract was driven by the City's desire to add the Tax <br />Module to the HTE systems previously purchased, instead of having to add a <br />different system. Attached is a paper that highlights some of the advantages <br />of going with the HTE Tax System. <br />Payment of the system will originate with the City but will be reimbursed <br />under the method discussed in the Tax Attorney Contract. The decision of the <br />City to purchase the system versus allowing the Attorney to purchase and <br />provide it to us, was based on three reasons. First, the City desires to <br />maintain ownership or title to the system. Secondly, the cost of the system <br />is less if the City purchases it because of a quantity discount offered the <br />City because of the other software the City has purchased. Thirdly, because <br />we will do away with the current tax system, we will be able to upgrade the <br />Model 200 computer that we currently own to a Model 400. By upgrading our <br />existing machine, there will be substantial savings over having to purchase <br />the Model 400 outright. Currently, those savings are projected at $18,000 to <br />$20,000. <br />The costs for the HTE tax software system includes a one time license fee of <br />$20,000; a one time fee not to exceed $6,120 for training costs; a one time <br />fee not to exceed $3,400 for data conversion; and $5,000 annually for software <br />maintenance fees. <br />The costs of the system will be encumbered against existing budgeted fund, <br />which will be released as reimbursement payments from the Attorney occur. <br />ACTION REQUIRED BY COUNCIL: <br />Approve or deny amendment to contract with HTE for the addition of the Tax <br />Billing and Collection Software at a cost not to exceed $29,520 for license, <br />training and conversion and annual maintenance costs of $5,000. <br />FUND Capital Improvement ACCT NUM: 015-543-200-100 FUNDS AVAILABLE: YES <br />APPROVED FOR CITY COUNCIL AGENDA <br />~~.
