CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 P.M. <br /> <br />Members of City Council Present: Mayor Norman L. Malone, Councilpersons Guy Sutherland, Mike <br />Cooper, Bob Thrower, Deotis Gay, Jack Maxwell and Jerry Clarke <br /> <br />Members of Council Absent: Councilpersons Bob McLaughlin and Alton Porter <br /> <br />Members of City Staff and City Employees Present: City Manager Robert T. Herrera, Assistant City <br />Attorney John Armstrong, City Secretary Sue Lenes, Assistant City Manager John Joems, Director of <br />Administrative Services Louis Rigby, Director of Planning Guy Rankin, Fire Chief Joe Sease, EMS Chief <br />Chris Osten, Purchasing Agent Susan Kelley, Golf Course Superintendent Dennis Hlavaty <br /> <br />Others Present: Mr. Marvin Townsend, Executive Director of TML-IRP, Larry Womack, representing <br />Heritage Group, Lewis Cline, representing Care Concepts of East Texas, Inc., and several La Porte <br />citizens <br /> <br />2. INVOCATION BY DR. BOBBYE WORSHAM - SECOND BAPTIST CHURCH <br /> <br />The invocation was delivered by Dr. Bobbye Worsham pastor of the Second Baptist Church, La Porte, <br />Texas. <br /> <br />3. CONSIDER APPROVING MINUTES OF THE REGULAR MEETING APRIL 8, 1996 <br /> <br />Council considered approving minutes of Regular Meeting April 8, 1996 <br /> <br />Motion was made by Councilperson Maxwell to approve the minutes of April 8th as presented. Second <br />by Councilperson Thrower. PRESENTATION: <br /> <br />SPECIAL PRESENTATION BY MR. MARVIN TOWNSEND, EXECUTIVE DIRECTOR OF <br />TEXAS MUNICIPAL LEAGUE - INTERGOVERNMENTAL RISK POOL <br /> <br />Mr. Marvin Townsend, Executive Director of TML-IRP, presented a check to the City of La Porte for <br />$19,329.60. This check is the results of effective loss prevention measures instituted by the City of La <br />Porte and other Fund participants. Mr. Townsend also thanked Council for Mr. Herrera's participation <br />on the Board of Trustees of the TML Intergovernmental Risk Pool since May of 1993. <br />
