PUBLIC HEARING B - CONSIDER A SPECIAL CONDITIONAL USE PERl\fiT REQUEST <br />SCU96-001, FOR THE PURPOSE OF ALLOWING DEVELOPMENT OF AN INTRA-DISTRICT <br />PLANNED UNIT DEVELOPMENT FOR SENIOR CITIZEN ASSISTED LIVlNG CENTER TO BE <br />LOCATED AT 8727 FAIRMONT PARKWAY - G. RANKIN <br /> <br />OPEN PUBLIC HEARING <br /> <br />REVIEW BY STAFF <br /> <br />PUBLIC INPUT <br /> <br />RECOMMENDATION OF PLANNING AND ZONING COMMISSION <br /> <br />CLOSE PUBLIC HEARING <br /> <br />Mayor Malone opened the public hearing at 6: 15 P.M. Director of Planning Guy Rankin reviewed the <br />summary and recommendation for Special Conditional Use Permit SCU96-OO1. There was no one speaking <br />in opposition to the request. Speaking in favor of the request was Mr. Lewis Cline, of Care Concepts of <br />East Texas, Inc., representing the developer of the 61 unit senior citizen Assisted Living Center. Mr. <br />Rankin stated, "Staff recommends the permit request with the following conditions: <br /> <br />· Any development beyond that currently presented will require a separate Special Conditional Use <br />Permit. <br />· No changes or amendments shall be made to the recorded site plan and covenants without first <br />obtaining authorization from the City of La Porte. <br />· It should be noted in the Special Conditional Use Permit and in the deed covenants that the use <br />of this property is limited to a 61 unit "senior citizen" assisted living center, as defined in SIC <br />8361, for these purposes; a senior citizen is defined as a person who is 55 years of age or older." <br /> <br />Mr. Rankin reported the Planning and Zoning Commission has, by a unanimous vote, recommended that <br />Special Conditional Use Permit Request SCU96-OO1 be approved. Mayor Malone asked if anyone in the <br />audience would like to speak regarding this project. Mrs. Shelia Moore asked Mr. Cline how many units <br />will be available, and how many of those will be double units? She also asked if the monthly fee will be <br />assessed according to the senior's salary. Mr. Cline stated, "There are three different types of units <br />available. They will vary by square footage. Some units will have kitchenettes, and some will not. We <br />have designed our facilities to fit the typical retired teacher income level. Entry level is about $1,200. <br />This is all inclusive; meals, transportation, utilities, cable T. V, housekeeping, and laundry." Councilperson <br />Gay asked about a couple wishing to move into the facility. Mr. Cline said, "The rooms are designed to <br />accommodate a couple also. The fee would be an additional $500, therefore the monthly cost would be <br />$1,700 for a couple." Mayor Malone closed the public hearing at 6:33 P. M. <br />
