<br />e <br /> <br />e <br /> <br />Any successful strategy to promote viable low and moderate income neighborhoods must take <br />into consideration neighborhood character and history. The most successful strategies for <br />promoting in-fill development have involved related and integrated controls within older <br />residential communities. <br /> <br />Conclusion: <br /> <br />. <br /> <br />This request does not conform to the intent or <br />recommendations of the Comprehensive Plan <br /> <br />· The Comprehensive Plan did not err in its recommendations <br />regarding land use and zoning designations for the area in <br />question. <br /> <br />· There have been no changes within the area in question that <br />warrant an amendment of the Comprehensive Plan. <br /> <br />A change to a GC zone would be contrary to the goals and <br />intent of the Comprehensive Plan. <br /> <br />Unless the applicants are able to demonstrate that the requested GC zone is appropriate, the <br />Commission should not grant the zone change request. The Zone change would be in contrast to <br />the Comprehensive Plan and contrary to the redevelopment of the City's Northside. <br /> <br />Based on the above listed considerations, staff recommends denial of Zoning Request #R96-003. <br />
