Affidavits of Publication for Public Hearing Notices <br />SUMMARY & RECOMMENDATION <br />On August 7, 1996, the Planning and Zoning Commission held a Public Hearing to <br />receive citizen input regarding an amendment to the City's Zoning Ordinance relating <br />to the location and regulation of Sexually Oriented Businesses within the corporate <br />limits of the City. After closing the Hearing, the Commission unanimously voted to <br />recommend City Council approval of this amendment. <br />Also approved by the Commission and attached, is a report prepared by Staff that is <br />a basis for this Ordinance. The report, in summary, based on similar findings between <br />studies, show that crime rates are higher and property values lower near adult <br />entertainment businesses. In the report Staff recommended that the proposed <br />Ordinance be adopted in order to address the negative impacts resulting from such <br />businesses, but to also provide the opportunity for any citizen to exercise their right <br />to access these types of businesses. <br />Subsequently, Council imposed a temporary moratorium on the issuance of Zoning <br />Permits for Sexually Oriented Businesses, during its August 12, 1996, meeting. <br />Action Required by Council: <br />Conduct Public Hearing to recieve citizen comments.
