• <br />MINUTES OF THE REGULAR MEETING OF <br />LA PORTS CITY COUNCIL <br />OCTOBER 14, 1996 <br />1. CALL TO ORDER <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman L. Malone, Councilpersons Guy Sutherland, Mike <br />Cooper, Bob Thrower, Bob McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry Clarke <br />Members of Council Absent: None <br />Members of City Staff and City Employees Present: Acting City Manager/ Director of Administrative <br />Services Louis Rigby, City Attorney Knox Askins, City Secretary Sue Lenes, Director of Public Works <br />Steve Gillett, Director of Planning Guy Rankin, Police Chief Bobby Powell, Fire Chief Jce Sense, Assistant <br />Dircetor of Public Works Buddy Jacobs, Assistant City Secretary Rhonda Yackov, Cash Manager Rick <br />Overgaard, City Manager Secretary Carol Buttler <br />Others Present: Mr. Carlton Porter, representing Houston Lighting and Power Company, a number of La <br />Porte citizens representing "Old 146 Committee", and several La Porte citizens <br />2. INVOCATION BY DR. WAYNE SPEARS - FAIRMONT PARK BAPTIST CHURCH <br />The invocation was delivered by Dr. Wayne Spears pastor of Fairmont Park Baptist Church. <br />3. CONSIDER APPROVING MINUTES OF PUBLIC HEARING AND REGULAR MEETING <br />SEPTEMBER 23, 1996 <br />Motion. was made by Councilperson Thrower to approve the minutes of September 23 as presented. <br />Second by Councilperson McLaughlin. The motion carried, 9 ayes, 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Maxwell, Clarke and <br />Mayor Malone <br />Nays: None <br />4. PROCLAMATION <br />RED RIBBON WEEK -JOYCE SEASE AND SUSAN WOLFF <br />Mayor Malone proclaimed the week of October 20-26, 1996, as Red Ribbon Week. Accepting the <br />proclamation was Joyce Seale, Drug Counselor for La Porte Independence School District. Ms. Susan <br />Wolff was unable to attend due to pressing school business. Mrs. Sense thanked Council and the <br />community for their support in making La Porte schools and community a drug free environment in which <br />to live. <br />5.
