• • <br />SOLID WASTE ORDINANCE <br />EXECUTIVE SUMMARY <br />Attached is a proposed Solid Waste Ordinance governing the <br />collection and disposal of solid waste within the City of La Porte. <br />The current draft incorporates changes and language discussed at the <br />workshop meeting held with the City Council on February 21, 1996 <br />and the City Council Retreat on August 17, 1996. <br />The most significant change are outlined below. <br />• Section 1 defines trash, excessive trash and commercial <br />trash. <br />• Section 3 defines the time for placement for collection, and <br />requires that trash not be placed for collection more than <br />five (5) days before the next scheduled collection. (Staff <br />had originally proposed two (2) days. This was changed <br />by Council at Retreat.) <br />• Section 6 defines the amount of trash to be collected from <br />residential customers, with excessive trash (more than ten <br />cubic yards) to be collected on an actual-cost basis. <br />Excessive trash will be collected by the city's commercial <br />collection contractor, to be billed at contractual rates. <br />Commercial trash will not be collected by the city. (Staff <br />had originally proposed five (5) cubic yards. This was <br />changed by Council at Retreat.) <br />• Section 8 creates a violation for failure to remove <br />unauthorized garbage and trash, and allows the City to <br />have removed by city's contractor and costs billed. <br />
