Ordinance 1533-A <br />UMMARY & REC MMENDATION <br />The City of La Porte is required by the Federal Emergency Management Agency (FEMA) to <br />periodically update our existing Flood Damage Prevention Ordinance (Ord. No. 1533). These <br />updates are necessary for the City to maintain compliance with National Flood Insurance <br />Program (NFIP) regulations. By updating the ordinance, per FEMA guidelines for the NFIP, the <br />City ensures that its citizens will be able to acquire adequate flood insurance at reasonable <br />rates. <br />Currently, FEMA has completed its most recent Flood Insurance Study (FIS) and Flood <br />Insurance Rate Maps (FIRMs) for our community. These documents will become effective on <br />November 6, 1996. In order to maintain our standing in the NFIP, the City is required to <br />submit to FEMA, certified documentation of its adopted flood damage prevention measures. <br />Submittal of these measures, as defined in Ordinance 1533-A, attached, is due by the <br />effective date of FEMA's new FIS and FIRM publications. <br />Staff has reviewed the City's existing Flood Damage Prevention Ordinance (Ord. No. 1533), <br />and has determined that certain additions are necessary in order to comply with FEMA <br />regulations established for the NFIP. These additions have been incorporated into a draft of <br />the revised ordinance and submitted to FEMA for preliminary review. FEMA has reviewed and <br />approved the City's draft ordinance and will give final approval of the City's flood damage <br />prevention measures upon receipt of the certified ordinance officially adopting these <br />measures. <br />Recommendation <br />Staff recommends adoption of Ordinance No. 1533-A in order to comply with FEMA <br />requirements of the National Flood Insurance Program. <br />Action Required by Council: <br />Consider approval of Ordinance 1533-A to replace existing Ordinance No. 1533, entitled Flood <br />Damage Prevention Ordinance. <br />Availability of Funds: N/A <br />_ General Fund _ Water/Wastewater <br />Capital Improvement _ General Revenue Sharing <br />Other <br />Account Number: Funds Available: YES NO <br />Approved for City Council Agenda <br />Herrera <br />DATE <br />City Manager <br />
