Motion was made by Councilperson Maxwell to have this item tabled till a full Council is present. Motion died for lack of second. Mayor Malone called for a second vote. Votes for McLaughlin - Gay, Porter, McLaughlin Votes for Sutherland - Engelken, Maxwell, Clarke, Sutherland Motion was made by Council person Porter to vote in Favor of Council person Sutherland to serve as Mayor Pro-Tern. Seconded by Council person McLaughlin. Ayes: Councilpersons Sutherland, Engelken, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None Motion was made by Mayor Malone to vote on the Main Motion to appoint Guy Sutherland as Mayor Pro-Tem. Ayes: Councilpersons Sutherland, Engelken, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None 11. ADMINISTRATIVE REPORTS City Manager Robert T. Herrera officially congratulated Councilman Engelken on his election "and congratulated the new Mayor Pro-Tern Councilman Sutherland. Mr. Herrera stated he had no other report. 12. COUNCIL ACTION Councilpersons Sutherland, Engelken, McLaughlin, Porter, Gay, Maxwell, Clarke, Mayor Malone brought items to Council's attention. 13.
