CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Mayor Norman L. Malone, Councilpersons <br />Guy Sutherland, Chuck Engelken, Howard Ebow, Bob McLaughlin, Alton <br />Porter, Deotis Gay, and Jerry Clarke. <br /> <br />Members of Council Absent: Councilperson Jack Maxwell. <br /> <br />Members of City Executive Staff and City Employees Present: City Manager <br />Robert T. Herrera, Assistant City Manager John Joerns, Assistant City Manager <br />Jeff Litchfield, Assistant City Attorney John Armstrong, Police Chief Bobby <br />Powell, Director of Public Works Steve Gillett, City Secretary Martha Gillett, <br />Planning Director Guy Rankin, Director of Administrative Services Louis <br />Rigby, Parks and Recreation Director Stephen Barr, City Engineer Doug <br />Kneupper, Assistant Finance Director Cynthia Alexander, City Manager's <br />Secretary Carol Buttler. <br /> <br />Others Present: Spero Pomonis, Lou Lawler, Ramona Gatsberry, Fred <br />Thompson, Dr. Bobby Worsham, Boyscouts Nelson Carter and Daniel <br />Armstrong, and a number of La Porte Citizens. <br /> <br />2. INVOCATION - DR. BOBBYE WORSHAM - SECOND BAPTIST <br />CHURCH. <br /> <br />Dr. Bobbye Worsham delivered the invocation. <br /> <br />3. CONSIDER APPROVING MINUTES OF SPECIAL CALLED REGULAR <br />MEETING AND WORKSHOP MEETING OCTOBER 20,1997. <br /> <br />Motion was made by COllncilperson Sutherland to approve the minutes of <br />October 20. 1997 as presented. Second by Councilperson Clarke. The motion <br />carried, 8 ayes, 0 nays. <br /> <br />Ayes: Councilpersons Sut.herland, Engelken, Ebow, McLaughlin, Porter, Gay, <br />Clarke, and Mayor Norman Malone. <br />Nays: None <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND <br />CITIZENS AND TAXPA YERS WISHING TO ADDRESS COUNCIL. <br />
