Norman Malone <br />Mayor, City of La Porte <br />POBox 1115 <br />La Porte, TX 77572-1115 <br /> <br />Dear Mayor Malone <br /> <br />I am writing regarding La Porte's 1998 membership in the Houston-Galveston Area <br />Council and the designation of your city's representatives to H-GAC's 1998 General Assembly <br />and Board of Directors. <br /> <br />As you know, our major cities are highly important to H-GAC. The support and <br />leadership our major cities provide is well recognized. <br /> <br />H-GAC will continue local focus programs to provide greater service. Our voluntary <br />cooperative purchasing program will add several new products; seminars for elected officials and <br />staff will continue. Our geographic information system provides a wealth of useful data about <br />the region. Major efforts in solid waste planning and air quality will include our larger cities in a <br />significant way. Program mainstays such as criminal justice, law enforcement training, aging <br />services, and community development activities will also continue. H-GAC's problem-solving <br />assistance to all local governments will, as always, be a key part of our work. <br /> <br />This strong program is possible because of the stability H-GAC's local government <br />support provides. Our local funds income allows us to be an independent voice for local needs <br />and opinions, not an echo of federal or state positions. For that reason, we would appreciate La <br />Porte's action on 1998 H-GAC dues as the status of your agenda permits (invoice enclosed.) <br /> <br />H-GAC's Bylaws authorize each member city with a population of at least 25,000 but not in <br />excess of 99,999 according to the last preceding Federal Census (1990) to select one member of <br />its governing body as its representative and one member of its governing body as an alternate to <br />the Houston-Galveston Area Council General Assembly. <br /> <br />H-GAC's Bylaws also stipulate that your Board of Directors representative shall be the <br />General Assembly representative. Therefore, the official chosen to serve as the General <br />Assembly representative will also be designated to serve on H-GAC's Board of Directors. I have <br />enclosed the appropriate form for your convenience. <br />
