Section 5.01 of the Development Ordinance states that "partial or <br />half-streets may be provided where the Commission feels that a street should be located on a <br />property line." The Planning and Zoning Commission and staff recognize that development of <br />the proposed subdivision (and eventually the commercial zone to the south) will create demand <br />for CaniffRoad. Therefore, a specific condition of the Preliminary Plat approval was that City <br />Council approve an Agreement that established the amount of participation by the Developer for <br />the construction of a portion of Caniff Road. Also, it is the City's policy that all developer <br />agreements be approved by City Council. <br /> <br />Attached is a tabulation of estimated construction costs for Caniff Road. The estimate provides <br />for the initial 100 feet of the road from Underwood to be concrete with curbs and gutters. The <br />remainder of the road, terminating into Pecan Crossing, would be constructed of flexible base <br />and asphalt with open ditches. <br /> <br />The assumption that guided the preparation of this Agreement is that the City will pay for one- <br />half of the cost of improvements and the Developer is required to participate in the other one- <br />half of the cost of improvements where the Developer has frontage on Caniff Road. Caniff Road <br />is approximately 1700 feet in length and the Developer has approximately 2,150 feet of frontage. <br />Other owners of property to the south are two churches. Only a portion of the churches' <br />properties are considered developed and covered by a site plan on file with the City. <br />(See Development Agreement, Exhibit "A") <br /> <br />The calculation for the Developer's participation is as follows: <br />o The total cost of the project is estimated . <br />o One-half on the total is the City's responsibility <br />o The remaining half is divided by the total frontage of all properties <br />to obtain a per foot cost $79,893/ 3400ft = $23.50 per foot <br />o Multiply the Developer's frontage by the per foot cost $23.50*2,150 = 550,520.57 <br /> <br />$159,786 <br />$ 79,893 <br /> <br />Since the General Plan for Summer Winds indicates two phases, the Agreement provides for the <br />Developer to divide his participation to the City. The Developer has requested that the initial <br />participation be the actual construction of the first 100 feet of Caniff Road which is designated to <br />be 32 feet wide concrete with curbs and gutters. This is estimated to cost $24,880. The second <br />
