PUBLIC HEARING - FOR THE PURPOSE OF DISCUSSING <br />PROPOSED CHANGES TO THE CITY'S ZONING ORDINANCE <br />REGARDING TEMPORARY SIGN REGULATIONS - G. Rankin <br /> <br />OPEN PUBLIC HEARING <br /> <br />The Public Hearing was opened at 6:50 P.M. <br /> <br />REVIEW BY STAFF <br /> <br />Planning Director Guy Rankin reviewed the summary regarding the proposed <br />changes to the Zoning Ordinance with regards to temporary signs. He informed <br />Council this issue dates back to May 1997. On June 2, 1997 two area home <br />builders addressed Council and explained their belief in the difficulty to bring in <br />new home buyers due to not being able to use directional signs to market <br />subdivisions. The Planning and Zoning Commission was requested to provide a <br />recommendation to Council regarding temporary signs. The Commission <br />passed the proposed Ordinance. However, the Commission members are <br />concerned that this proposed changed to the sign regulations is not practical and <br />would be difficult to monitor and will not provide a viable solution to businesses <br />that are looking to advertise in this manner. In addition, it would be difficult for <br />staff to monitor and enforce. The Planning and Zoning Commission <br />recommended forwarding the sign Ordinance on the belief that Council's request <br />was for the allowance of temporary signs. However, it was the Commission's <br />belief that their proposed Ordinance would not be in the overall benefit to the <br />City. Mr. Rankin addressed Council questions. <br /> <br />PUBLIC INPUT <br /> <br />Mr. Rand Valentin addressed Council and advised that although he would like to <br />see the Ordinance changed to allow temporary signs, he does not support this <br />proposed Ordinance. <br /> <br />RECOMMENDATION BY STAFF <br /> <br />Mr. Rankin addressed the recommendation as he presented the review to City <br />Council. <br />
