CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Pro Tern Alton E. Porter at 6:05 p.m. <br /> <br />Members of City Council Present: Mayor Pro Tern Alton E. Porter, Council persons <br />Guy Sutherland, Chuck Engelken, Howard Ebow, Peter Griffiths, Deotis Gay, Charlie <br />Young and Jerry Clarke. <br /> <br />Members of Council Absent: Mayor Norman L. Malone. <br /> <br />Members of City Executive Staff and City Employees Present: City Manager Robert <br />T. Herrera, Assistant City Manager John Joerns, City Manager's Secretary Carol <br />Buttler, Director of Public Works Steve Gillett, Planning Director Doug Kneupper, <br />Chief of Police Bobby Powell, Director of Administrative Services Louis Rigby, City <br />Attorney, Knox Askins, Assistant Finance Director Cynthia Alexander, Golf Course <br />Superintendent Dennis Hlavaty, Water Superintendent Curtis Herrod, City Secretary <br />Martha Gillett, Purchasing Agent Susan Kelley, Wastewater Superintendent Walter <br />Barnes, Assistant Public Works Director Buddy Jacobs and Employee of the Quarter <br />Phil Wade. <br /> <br />Others Present: Spero Pomonis, Reverend Alan Neel, Ed Cooke, Debbie Cooke, Fred <br />Westergren, Bob McLaughlin and a number of La Porte Citizens. <br /> <br />2. INVOCATION - REVEREND ALAN NEEL - LIFE COMMUNITY CHURCH <br /> <br />Reverend Alan Neel delivered the invocation. <br /> <br />3. CONSIDER APPROVING MINUTES OF SPECIAL CALLED REGULAR <br />MEETING ON JUNE 2, 1998. <br /> <br />Motion was made by Councilperson Sutherland to approve the minutes of June 2. 1998 <br />meeting as presented. Second by Councilperson Engelken. The motion carried, 7 <br />ayes, 0 nays and I abstain. <br /> <br />Ayes: Sutherland, Engelken, Griffiths, Gay, Young, Clarke and Mayor Pro Tem <br />Porter. <br />Nays: None <br />Abstain: Councilperson Ebow. <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAX PAYERS WISHING TO ADDRESS COUNCIL <br /> <br />Mr. J.L. Howell, 555 San Felipe, Suite 2200, Houston, Texas 77056 addressed the <br />Council regarding Bay Forest Residential Development. <br />
