Council considered an Ordinance appointing members to various Boards, Commissions, <br />and Committees, of the City of La Porte. <br /> <br />City Attorney read: ORDINANCE 98-2271 - AN ORDINANCE APPOINTING <br />MEMBERS TO VARIOUS BOARDS, COMMISSIONS, AND COMMITTEES, OF <br />THE CITY OF LA PORTE; PROVIDING A SEVERABll..ITY CLAUSE; <br />CONTAINING A REPEALING CLAUSE; FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Councilperson Sutherland to table this item until the next Regular <br />Council Meeting. Second by Council person Gay. The motion carried unanimously. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Porter, Gay, Young, Clarke and Mayor <br />Malone. <br />Nays: None <br /> <br />9. Council considered approving the Consent Agenda including approval of a <br />contract with Superior Painting and Wallcoverings for painting the Fire Station <br />One/Fire Administration Complex and the purchase of Firefighter protective <br />clothing. <br /> <br />Joe Sease presented summary and recommendation and addressed Council questions. <br /> <br />Motion was made by Council person Engelken to ~prove the Consent Ae:enda as <br />presented. Second by Councilperson Young. Mayor Malone called the Workshop Meeting to order at 6:28 P.M. <br /> <br />A. Discuss Tax Increment Financing <br /> <br />A lengthy discussed was held on Tax Increment Financing. Representatives from Hawes <br />Hill and Patterson Consultants, L.L.P, Vinson and Elkins, L.L.P. and Coastal Securities <br />presented information on Tax Increment Financing and answered numerous questions <br />from City Council. <br /> <br />David Hawes recommended if the City wishes to move forward with this issue, that it be <br />approached through a Master Plan approach. Within the Master Plan you look at the <br />various phases needed to carry out a project of this nature. It depends on who the <br />developers are and the boundaries of the zone as to which of several different options <br />
