CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Mayor Norman L. Malone, Council persons Guy <br />Sutherland, Chuck Engelken, Howard Ebow, Peter Griffiths and Deotis Gay. <br /> <br />Members of Council Absent: Alton Porter, Jerry Clarke and Charlie Young. <br /> <br />Members of City Executive Staff and City Employees Present: City Manager Robert <br />T. Herrera, Assistant City Manager John Joerns, Assistant City ManagerlFinance <br />Director Jeff Litchfield, City Attorney Knox Askins, City Secretary Martha Gillett, <br />Public Works Director Steve Gillett, Planning Director Doug Kneupper, City <br />Manager's Secretary Carol Buttler, Director of Administrative Services Louis Rigby, <br />Chief of Police Bobby Powell, Director of Parks and Recreation Steve Barr, Purchasing <br />Agent Susan Kelley, Golf Pro Alex Osmond, Engineering Technician Brian Sterling <br />and Assistant Finance Director Cynthia Alexander. <br /> <br />Others Present: Spero Pomonis, Imogene Pulleine, Evelyn Kennedy, Mr. Teague, Paul <br />Neuman, Kevin James, Larry Allen, Jack Howard, James Adams, Mike McInnis, <br />Donna Marlar, Carlos Smith, Wayne Knox, Dr. Willard Jones, Rhonda Smith, Joe <br />Smith, Bill Scott and a number of La Porte Citizens. <br /> <br />2. The Invocation was delivered by Mayor Malone due to the absence of Reverend Randy <br />Young. <br /> <br />3. Council considered approving the minutes of the Regular Meeting on August 24, 1998. <br /> <br />Motion was made by Councilperson Ene:elken to ~!>rove the minutes of Aue:ust 24. <br />1998 meeting as presented. Second by Councilperson Ebow. The motion carried <br />unanimously. <br /> <br />Ayes: Sutherland, Engelken, Griffiths, Gay, Ebow, and Mayor Malone. <br />Nays: None <br /> <br />4. PROCLAMATIONS: <br /> <br />Mayor Malone presented the following Proclamations: <br /> <br />A. Constitution Week - Ms. Imogene Pulleine and Stephanie Ashlock representing <br />the Jane Long Chapter of the Daughters of the American Revolution, accepted <br />the Proclamation. <br />B. AARP Day - Mr. Carroll Teague accepted the Proclamation. <br />
