MINUTES OF THE SPECIAL CALLED MEETING <br />OF LA PORTE CITY COUNCEL <br />JANUARY 19,1999 <br />1. CALL TO ORDER <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Alton Porter, Deotis Gay, Charlie Young, Jerry Clarke and Mayor <br />Norman Malone. <br />Members of Council Absent: Peter Griffiths. <br />Members of City Executive Staff and City Employees Present: City Manager Robert <br />T. Herrera, Assistant City Manager John Joerns, Assistant City Manager Jeff <br />Litchfield, City Attorney Knox Askins, City Secretary Martha Gillett, Director of <br />Public Works Steve Gillett, Director of Administrative Services Louis Rigby, Assistant <br />Public Works Director Buddy Jacobs, Police Chief Bobby Powell, Administrative <br />Assistant Carol Buttler, Fire Chief Joe Sease, Assistant City Secretary Janis Goulder, <br />and Elaine Bonner. <br />Others Present: Spero Pomonis, Kay Scott, Bill Scott, Mrs. Tom Rafferty, Barry <br />Beasley, Chester Pool, Becky Fuller, Colleen Hicks, Gary Wigginton, Doug Mathera <br />and a number of La Porte Citizens and Area Plant Managers. <br />2. Father Tom Rafferty delivered the Invocation. <br />3. Council considered approving the minutes of the Regular Meeting and Public Hearing <br />on January 11, 1999. <br />Motion was made by Councilperson Engelken to approve the minutes of the Regular <br />Meeting and Public Hearing on January 11. 1999 as presented. Second by <br />Councilperson Ebow. The motion carried unanimously. <br />Ayes: Sutherland, Engelken, Ebow, Porter, Gay, Young, Clarke and Mayor Malone. <br />Nays: None <br />Abstain: None <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAX PAYERS WISHING TO ADDRESS COUNCIL <br />There were no citizens wishing to address City Council. <br />5. Council received a presentation from the La Porte Plant Managers' Association <br />concerning their Risk Management Plan. Gary Wigginton, Dupont and Doug Mathera, <br />Liondell Chemical provided comments and showed a short video to City Council. In <br />addition, they brought the following important meeting dates regarding this plan to the <br />attention of Council: <br />
