Second by Councilperson Ebow. Mayor Malone administered the oath of office to Councilperson Jerry Clarke. <br />7. Council considered approving an ordinance regarding establishing an agreement between <br />the City of La Porte and the La Porte Girl's softball Association regarding the use of <br />youth softball facilities. <br />Director of Parks & Recreation Stephen Barr presented summary and recommendation <br />and answered City Council's questions. <br />City Attorney read: ORDINANCE 99-2333 — AN ORDINANCE AUTHORIZING AND <br />APPROVING AN AGREEMENT BETWEEN THE CITY OF LA PORTE AND THE <br />LA PORTE GIRL'S SOFTBALL FACILITIES; MAKING VARIOUS FINDINGS AND <br />PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Young to approve the Ordinance as presented by Mr. <br />Barr. Council considered approving an ordinance regarding establishing August 9, 1999 as the <br />date for a Public Hearing regarding Tax Increment reinvestment Zone Number One. <br />City Manager Robert T. Herrera presented summary and recommendation and answered <br />City Council's questions. <br />City Attorney read: ORDINANCE 99-2334 - AN ORDINANCE ESTABLISHING A <br />DATE FOR A PUBLIC HEARING ON THE EXPANSION OF REINVESTMENT <br />ZONE NUMBER ONE, CITY OF LA PORTE, TEXAS; CONTAINING FINDINGS <br />RELATING TO THE FOREGOING SUBJECT; FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Ebow to approve the Ordinance as presented by Mr. <br />Herrera. Second by Councilperson Griffiths. The motion carried unanimously. <br />
