CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Pro-Tern Chuck Engelken at 6:00 p.m. <br /> <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Alton Porter, Deotis Gay, Charlie Young, and Jerry Clarke. <br /> <br />Members of Council Absent: Mayor Norman Malone and Councilperson Peter Griffiths <br /> <br />Members of City Executive Staff and City Emplovees Present: City Manager Robert T. <br />Herrera, Assistant City Attorney John Armstrong, City Secretary Martha Gillett, <br />Assistant City Manager Jeff Litchfield, Administrative Assistant Carol Buttler, Director <br />of Planning Doug Kneupper, Director of Public Works Steve Gillett, Director of <br />Administrative Services Louis Rigby, Police Chief Richard Reff, Assistant Finance <br />Director Cynthia Alexander, Assistant City Secretary Janis Goulder, Cash Manager <br />Rick Overgaard, Human Resources Manager Sydney Upchurch, Accounting Manager <br />Kathy Hutton, and Accounting Technician II Cherell Arcangeli. <br /> <br />Others Present: Bill Hall, Bill White, Tony Arcangeli, Mike Mosteit, Summer <br />Cacciotto, and a number of citizens. <br /> <br />2. Councilperson Deotis Gay delivered the Invocation. <br /> <br />3. Council considered approving the minutes of the Regular Meeting and Workshop on <br />July 12, 1999. <br /> <br />Motion was made bv Council person Sutherland to approve the minutes of the Regular <br />Meeting and Workshoo as oresented. Second by Councilperson Clarke. The motion <br />carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Porter, Gay, Young, and Clarke <br />Nays: None <br />Abstain: Gay <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAX PAYERS WISHING TO ADDRESS COUNCIL <br /> <br />There were no citizens wishing to address Council. <br /> <br />5. Presentations: <br /> <br />A. Mayor Pro-Tern presented the Employee of the Quarter for April, May, & June <br />1999 to Cherell Arcangeli. <br /> <br />6. Council considered approving a Resolution declaring intention to reimburse certain <br />expenditures with borrowing proceeds concerning the Community Library. <br />
