Area Maps <br /> <br />Department: Planning <br />X Ordinance <br /> <br />Summary & Recommendation <br /> <br />The Planning & Zoning Commission, during its September 23, 1999 meeting, held a public hearing to <br />receive citizen comments regarding Rezone Request #R99-002. The request, submitted by Mr. Doyle <br />Toups ofHwy. 146 & 225 L.P., seeks to have 10.05 acres ofland out of 26.720 acres ofland situated in <br />the Enoch Brinson League, Abstract No.5, La Porte, Harris County, rezoned from Light Industrial (LI) to <br />Heavy Industrial (HI). The property is located at 501 Strang Road and is adjacent to PRAXAIR. The <br />applicant is proposing a trucking facility with truck maintenance, tank truck cleaning, and mil served <br />warehousing and distribution. The last two activities are only pennitted in an ill zone. <br /> <br />The property frontage along State Highway 146 will remain Light Industrial and is planned to be <br />landscaped with trees, shrubs, and evergreen planting. This item was discussed at the public hearing. The <br />Commission expressed a desire to provide beautification and to preserve, as much as practical, the <br />appearance of the SH 146 corridor leading into the City. <br /> <br />Staffhas reviewed the applicant's request and found it to be reasonable. The tract in question is suited for <br />either LI or ill zones. With the adjoining Battleground Industrial District, the proposed use will be <br />compatible with the surrounding heavy industrial uses. The current land use and development pattern <br />also confonns to the proposed use. The development within the subject tract should not negatively <br />impact the surrounding properties and should not hann the value of the nearby properties. The change <br />should not cause a negative impact on the public health, safety, and welfare of the City. Furthennore, the <br />requested change would not be contrary to the goals and objectives of the City's Comprehensive Plan. <br /> <br />For the public hearing, 4 notices were mailed to surrounding property owners. No responses were <br />received by staff. After receiving public input, the Planning and Zoning Commission, by unanimous <br />vote, has recommended approval of Rezone Request #R99-002. The Commission has expressed its desire <br />that the placement and maintenance of all landscaping required herein, including an irrigation system, <br />should be kept in good condition. All vegetative landscaping including the irrigation system will be <br />reviewed at the time of submittal of the major development site plan and prior to the issuance of a <br />building pennit. <br /> <br />Action Required by Council: Consider approval ofan Ordinance rezoning 10.05 acres ofland out of <br />a 26.720 acre tract situated in the Enoch Brinson League from Light Industrial (LI) to Heavy Industrial <br />(HI). <br /> <br />j\pprove~Councllj\genda <br /> <br />~\~ <br /> <br />Robert T.
