PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS COUNCIL. <br />There were no citizens wishing to address Council. <br />6. Presentations: <br />A. Bill White introduced Sandy Dwyer from La Porte High School. Ms. Dwyer <br />introduced the 1999 American Legion Post 428 La Porte High School <br />Representatives for the Boys' State and Girls' State. The following young men <br />and women were in attendance at the Council Meeting: Henry Poullard, James <br />Yancy, John Joiner, Chace Urich, Shawn Smith, Kelly Herrick, Jill Crocker, <br />Darcy Rivas, Courtney Tolles. <br />B. Recognition of participation in the community rating system - Assistant City <br />Manager John Joerns advised City Council, the Federal Emergency Management <br />Association makes available to communities, on a voluntary basis, participation <br />in a community rating program. If you exceed the basic requirements of the <br />National Flood Plan Program, then your community is eligible for a discount in <br />flood insurance. Since October 1, 1999, La Porte has become one of these <br />communities and our participation in this program has made eligible a 10 % <br />reduction on all flood insurance policies that are in zones B, C, and X, and a 5% <br />reduction for all flood insurance policies that are in special hazard zones which <br />are flood plan A's or the coastal zones. Mr. Joerns presented Director of <br />Planning Doug Kneupper with a plaque from the Federal Emergency <br />Management Association recognizing the City of La .Porte for participation in <br />this program. <br />7. Public Meeting to discuss Risk Management Plan (RMP) for the Wastewater Plant as <br />required by the Environmental Protection Agency (EPA) — S. Gillett. <br />The City of La Porte has developed a Risk Management Plan (RMP) for the Little Cedar <br />Bayou Wastewater Treatment Plant, as required by the EPA. The RMP, which is <br />identical to plans developed by local industry, is required due to the storage of a regulated <br />substance in excess of the threshold amount (Chlorine — over 2,200 pounds). The <br />Wastewater Plant typically stores 12,000 pounds of Chlorine for disinfection purposes. <br />The City of La Porte is required to hold a public meeting by February 1, 2000 to discuss <br />the RMP. <br />Receive Public Input — There were no citizens wishing to address this item. <br />Public Meeting was closed at 6:32 PM. <br />8. Council considered approving a resolution approving the resale of tax properties. <br />Offer from Ignacio Ramirez for Lot 3-4 & 13-14 Block 100 of Town of La Porte. Bid <br />amount - $10,500, appraised value - $28,100, approximate amount due - $16,500. <br />Assistant City Manager Jeff Litchfield presented summary and recommendation. <br />
