• • <br />development in brackish water). <br />It should be noted that the above information will be compiled by EIP Associates, but <br />that assistance from the Association will also be utilized whenever possible. <br />The above information will be used to develop analyses of potential impacts that would <br />be associated with construction and operation of the proposed Bayport Terminal Project. <br />Potential impacts that will be evaluated include: <br />^ loss or degradation of existing aquatic and terrestrial ecosystems/ <br />habitats/vegetation communities within the area of potential effect of the proposed <br />project (characterized by area, function, and value); <br />^ loss or degradation of habitat resources that are significant on a local or regional <br />basis (characterized by area, function, and value); <br />^ effects on special-status species of plants and wildlife (including "take" as defined <br />by the federal Endangered Species Act); <br />^ potential changes in the existing water quality conditions and the effects these <br />changes would have on species of plants and wildlife that utilize Galveston Bay <br />during a significant portion of their life history; <br />^ potential effects on existing commercial fisheries (including shellfish and <br />crustaceans); <br />^ loss of function or value associated with existing waters of the United States; <br />^ potential introductions of "problem non-indigenous species" associated with ballast <br />water exchange within Galveston Bay and their potential effects on native species; <br />and <br />^ potential effects on biological resources associated with increased dredging that <br />would be necessary to accommodate new shipping traffic (e.g., suspension of <br />existing sediment- entrained contaminants). <br />The above scope of work assumes that a field reconnaissance will occur, but that no <br />focused field study will be conducted. <br />TRANSPORTATION INFRASTRUCTURE <br />The evaluation will address roadway capacity, design and safety standards related to all <br />relevant forms of transportation, including rail and container truck traffic. The evaluation <br />will include the construction phase and on-going (post construction) operations and <br />maintenance traffic conditions. <br />M:W'PROACH.WPD 5 <br />
